Guna memfasilitasi antara kebutuhan tranparansi dan akuntabilitas Pemerintah dengan pemberdayaan UMKM, serta meningkatkan kompetensi sumber daya manusia, Pemerintah Kabupaten (Pemkab) Grobogan melalui Bagian Pengadaan Barang dan Jasa menggelar pelatihan Blangkon Jateng (Belanja Langsung Toko Online Jawa Tengah) di Jepara, Senin (26/9/2022).
“Saat ini pemerintah terus menggencarkan peningkatan penggunaan produksi dalam negeri. Salah satu program pemerintah adalah dengan memberdayakan UMKM dalam membangkitkan perekonomian bangsa”, ujar Sekretaris Daerah (Sekda) Kabupaten Grobogan Dr. Ir. Moh. Sumarsono, M.Si.
“Hal ini sejalan dengan ayat (2) pasal 65 Peraturan Presiden (Perpres) 12 Tahun 2021 bahwa Kementerian/Lembaga/Pemerintah Daerah sebagaimana dimaksud pada ayat (2) wajib mengalokasikan paling sedikit 40 % (empat puluh persen) dari nilai anggaran belanja barang/jasa Kementerian/Lembaga/Pemerintah Daerah”, lanjutnya.
Sekda Sumarsono menyampaikan guna memfasilitasi antara Pemerintah dengan UMKM, Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah (LKPP) telah mengembangkan program Bela Pengadaan (Belanja Langsung Pengadaan). Bela Pengadaan adalah aplikasi yang dikelola oleh LKPP melalui kerja sama dengan Penyelenggara Perdagangan Melalui Sistem Elektronik atau e-Marketplace.
“Di Jawa Tengan Bela Pengadaaan diwujudkan dengan aplikasi Blangkon Jateng (Belanja Langsung Toko Online Jawa Tengah). Hal ini memungkinkan Pemerintah melakukan belanja rutin secara daring maksimal Rp200 juta dengan UMKM yang telah terdaftar di Blangkon Jateng”, ujarnya.
Blangkon Jateng merupakan internalisasi perubahan budaya kerja menuju digitalisasi pengadaan barang/Jasa, dengan tujuan memberikan kemudahan dan perluasan usaha kepada usaha kecil, mikro dan koperasi dalam pasar pengadaan barang/jasa pemerintah, mendorong UMK Go Digital, menjadikan pengadaan lebih inklusif, meningkatkan penggunaan produksi dalam negeri, memanfaatkan marketplace dalam Pengadaan Barang Jasa Pemerintah (PBJP); dan meningkatkan transparansi dan akuntabilitas PBJP.
“Keberhasilan penggunaan aplikasi Blangkon merupakan sinergi dari UMKM, Organisasi Perangkat Daerah (OPD), dan Unit Kerja Pengadaan Barang/Jasa (UKPBJ). Semua elemen harus mendukung Blangkon Jateng karena belanja sampai dengan Rp200 Juta secara elektronik menjadi konsen dari KPK sebagai bentuk transparansi dalam pengadaan”, tuturnya.
Pada kesempatan tersebut, Sekda Sumarsono berharap agar peserta mengikuti jalannya pelatihan dengan baik. Pihaknya berharap, setelah mengikuti kegiatan ini, kompetensi personil Bagian Pengadaan Barang dan Jasa Sekretariat Daerah (Setda) Kabupaten Grobogan mengalami peningkatan. Hal ini tentu berdampak pada meningkatnya kualitas pengadaan barang/jasa dan kinerja Pemerintah Kabupaten Grobogan.
Sementara itu, Kepala Bagian Pengadaan Barang dan Jasa Setda Grobogan Muhlisin, S.E, M.Si menyampaikan bahwa pelatihan ini rencananya akan dilaksanakan selama 2 (Dua) hari, 26-27 September 2022, diikuti oleh 20 peserta pada Bagian Pengadaan Barang dan Jasa Setda Kabupaten Grobogan.
“Tujuan pelatihan ini adalah agar personil Bagian pada Bagian Pengadaan Barang dan Jasa Setda Kabupaten Grobogan mampu menyelenggarakan pengadaan barang dan jasa melalui toko daring sesuai dengan regulasi yang berlaku”, ujarnya.
Turut hadir dalam acara tersebut, perwakilan dari Biro Administrasi Pengadaan Barang/Jasa Setda Provinsi Jawa Tengah dan Pengelola Platform Marketplace yaitu buka pengadaan dan gratis ongkir selaku narasumber, Asisten Perekonomian dan Pembangunan Sekda Grobogan, dan tamu undangan lainnya.
