Senin, 16 Januari 2023 Unit Pengadaan Barang dan Jasa Kabupaten Grobogan Mengadakan Rapat Koordinasi Pelaksanaan Pengadaan Barang/Jasa TA 2023 menindaklanjuti rencana percepatan pelaksanaan pengadaan barang/jasa TA 2023 yang dihadiri oleh bapak setda Ir. Moh. Sumarsono, M.Si, Bapak Inspektorat Moch. Susilo,S.H.,M.M.,CFrA.,CGCAE.,QRGP dan kepala bagian PBJ Muhlisin, S.E, M.Si. Adapun peserta rapat yaitu Kepala OPD se-Kabupaten Grobogan, camat se-Kabupaten grobogan bersama kasubag yang membidangi perencanaan sesuai yang tertulis pada undangan. Tujuan dari Rapat ini adalah agar pelaksanaan barang/jasa sesuai dengan jadwal yang ditetapkan.
Hasil dari Pelaksanaan Rapat Koordinasi Pelaksanaan Pengadaan Barang/Jasa TA 2023 adalah sebagai berikut :
1. Mendorong OPD memperhatikan penggunaan produk dalam negeri (Inpres No. 2 Tahun 2022)
- Merencanakan, mengalokasikan, dan merealisasikan paling sedikit 40 % (empat puluh persen) nilai anggaran belanja barang/jasa untuk menggunakan produk Usaha Mikro, Usaha Kecil, dan Koperasi dari hasil produksi dalam negeri.
- Menggunakan produk dalam negeri yang memiliki nilai Tingkat Komponen Dalam Negeri (TKDN) paling sedikit 25% (dua puluh lima persen) apabila terdapat produk dalam negeri dengan penjumlahan nilai TKDN dan nilai Bobot Manfaat Perusahaan minimal 40% (empat puluh persen)
2. Mendorong OPD untuk mengalihkan proses pengadaan yang manual menjadi pengadaan secara elektronik paling lambat tahun 2023
3. Menginstruksikan kepada OPD untuk menetapkan besaran uang muka yang dibayarkan kepada Penyedia, dimana Uang muka dapat diberikan untuk persiapan pelaksanaan pekerjaan (maks. 30 % untuk usaha kecil, maks. 20 % untuk non kecil dan Penyedia jasa konsultansi, maks. 15 % untuk kontrak tahun jamak) pada pekerjaan tender maupun non tender
4. Dilakukan validasi satu persatu tentang paket pekerjaan tender dan seleksi yang telah disusun oleh OPD dan Kecamatan.
Beberapa point yang divalidasi diantaranya :
a. Pengecekan kepada OPD dan Kecamatan tentang kesiapan paket tender dan seleksi yang akan masuk kegiatan tender Tahap 1 pada tanggal 23 Januari 2023
b. Pengecekan terhadap komponen pendukung tender/seleksi berupa konsultan perencana, konsultan pengawas, dan tim teknis;
c. Pengecekan kepada OPD dan Kecamatan tentang kelengkapan administrasi mulai dari RAB, Gambar, rancangan kontrak, spesifikasi teknis dan lain-lain sehingga pelaksanaan pengadaan barang/jasa bisa tepat waktu.
